POLICE USE OF FORCE 1. Step One—the Problem— clearly identify and define the problem (5-10 PAGES) 2. Step Two—Goals and Objectives— establish exactly what you hope to accomplish through intervention (policy, procedure or program). Your goal statement will be rather brief and broad. Your objectives must be very concrete including a time frame, target population, result and a standard for measuring success. 3. Step Three—Designing the Intervention (Program, procedure or Policy)—in this step, you must clearly explain what you plan to do. What constitutes your intervention? The length of this section will depend on the substance of your intervention. 4. Step Four—Developing an Action Plan— 1-2 pages indicating that you understand that your plans cost money and resources. 5. Step Five—Developing a Plan for Monitoring Implementation— Ensure that intervention is being implemented in the manner intended. 1 PAGE to indicate what steps you will take to monitor the implementation. 6. Step Six—Developing-a Plan for Evaluating Outcomes— it is imperative to know whether your intervention has worked—did your outcomes match your goals and objectives. You must fully explain how you will monitor your outcomes. 7. Step Seven—Initiate the Intervention— less than a page.
Use of force The issue of excessive use of force by police has been a prominent issue in the United States. Many of the cases pertaining to the use of force across the states involve unarmed African American civilians. A significant element regarding the topic surrounds the idea that the use of force has yet to be defined. There is no universally unanimous definition of use of force. Officers are to use their judgment alongside the series of escalating actions to resolve whatever encounters they experience. An act may be deemed excessive when there was no threat to an officer’s safety. Excessive use of force has been the focal point of countless debates in regards to community policing, training, and race. Throughout history as well as in recent events there have been reported offenses highlighting both the unlawful and oppressive abuse of power by police officers. Videos of documented incidents have been shared frequently in an attempt to shed light on the matter and encouraging change/deterrence. There has been a shift- there is no longer a question of whether the use of force is an issue but rather acknowledging the issue and proposing prevention. Police use force at a disproportionately higher rate with minority groups specifically African Americans. Now more than ever society is calling for the matter to no longer be swept under the rug. The unreasonable use of force by officers has opened conversations in regards to training, supervision, discipline, civilian review committees.
